License Classifications

Choosing the appropriate license classification is essential to the professional success and legal compliance of contractors in the United States.

Class A License

General Engineering Contractor

Allows for carrying out work related to civil engineering, such as the construction of roads, bridges, dams, among other engineering projects.

Class B License

General Building Contractor

Authorizes the construction, repair, remodeling or other work of residential, commercial or industrial structures, not included under Class A.

Class C Licenses

Specialized Contractor

Allows for carrying out work related to civil engineering, such as the construction of roads, bridges, dams, among other engineering projects.

This classification allows for work related to thermal and acoustic insulation in residential, commercial, and industrial buildings.

Authorizes the installation, repair, and maintenance of heating systems and hot water systems in buildings.

Allows for general carpentry work, including the installation of door and window frames, cabinets, and wood finishes.

A finish carpenter, cabinetry, and millwork contractor manufactures cabinets, showcases, frames, doors, moldings, and other "finish carpentry" elements by cutting, planing, joining, gluing, and fabricating wood or other products to provide a functional surface. This contractor also installs, erects, and finishes these cabinets and carpentry in structures. Changes made to this section in 2002 will be effective January 1, 2003, or as soon as administratively feasible thereafter, after which the C-6 classification for Cabinet Carpentry, Millwork, and Finish Carpentry will replace the C-5 classification for Cabinet Carpentry, Millwork, and Carpentry on any license, unless the qualifier for the license has passed the C-5 Cabinet Carpentry, Millwork, and Carpentry examination on January 10, 2000, or later, or had the C-5 classification before that date.

Authorizes the installation, maintenance, and repair of telecommunications, audio, and video low voltage systems.

A concrete contractor forms, pours, places, finishes, and installs mass concrete, paving, flatwork, and other specific concrete work; and places and sets curbs for paving or flatwork. This class does not include contractors whose only contracting activity is the application of plaster or the placement and setting of reinforcing steel or bars for mass concrete, paving, flatwork, and other work.

Allows the installation of drywall, moldings, and other drywall materials on walls and ceilings.

Authorizes the installation, maintenance, and repair of electrical systems and related equipment.

An elevator contractor fabricates, builds, installs, and repairs elevators, including pulley beams, motors, pulleys, cables and steel cables, guides, cab cars, counterweights, doors (including sidewalk elevator doors), automatic and manual controls, signaling systems, and all other devices and equipment associated with the safe and efficient installation and operation of electric, hydraulic, and manually operated elevators.

An earthwork and paving contractor excavates, moves, and places material that forms the surface of the earth, except water, such that cutting, filling, excavating, leveling, trenching, backfilling, or tunneling (if incidental) can be done, including the use of explosives for these purposes. This classification includes the mixing, fabrication, and placement of paving and any other surfacing material.

A fencing contractor builds, erects, modifies, or repairs all types of fences, corrals, raceways, railings, cradles, playground enclosures, guardrails, and barriers, including playground equipment, stoppers, posts, flagpoles, and gates, excluding masonry walls.

Covers the installation of various types of floor coverings, including wood, tile, and carpet.

Authorizes the installation and maintenance of fire protection systems, such as alarms and sprinklers.

A glazing contractor selects, cuts, assembles, and/or installs all types of glass brands and types, glass work, mirrored glass, and substitute materials for glazing; performs the fabrication and glazing of frames, panels, and doors; and/or installs these elements in any structure.

This classification covers the installation, maintenance, and repair of HVAC systems (heating, ventilation, and air conditioning).

A demolition or moving buildings contractor raises, lowers, shores, braces, demolishes, and moves or removes structures, including their foundations. This classification does not include alterations, extensions, repairs, or rehabilitation of permanently retained parts of such structures.

An asbestos removal contractor performs removal, including containment, encapsulation, or removal, and disposal of asbestos-containing construction materials, as defined in Section 6501.8 of the Labor Code, from buildings and structures. All work performed and all documentation prepared by an asbestos removal contractor must be done in accordance with the standards and requirements of the Division of Occupational Safety and Health (DOSH) of the Department of Industrial Relations. The Board will not issue an asbestos removal contractor license unless the applicant or contractor is properly registered with DOSH pursuant to Section 6501.5 of the Labor Code or has an active registration application in process with DOSH. All holders of the C-22 classification must have completed DOSH registration training requirements as included in Title 8, California Code of Regulations, Section 1529. This classification does not include any addition, alteration, repair, or rehabilitation of permanently retained parts of such buildings and structures. The removal and remediation of hazardous substances, as defined in Section 7058.7 of the Code, are not specifically included in this classification.

An ornamental metals contractor assembles, casts, cuts, shapes, stamps, forges, welds, fabricates, and installs sheets, rolled and cast metals, including brass, bronze, copper, cast iron, wrought iron, Monel metal, stainless steel, steel, and/or any other metal for architectural treatment and ornamental decoration of structures. This classification does not include the work of a sheet metal contractor.

A landscaping contractor builds, maintains, repairs, installs, or subcontracts the development of landscaping systems and facilities for public and private gardens and other areas designed to improve aesthetically, architecturally, horticulturally, or functionally the grounds within or around a structure or property. In this regard, a landscaping contractor prepares and levels plots and areas of land for the installation of any architectural, horticultural, and decorative treatment or arrangement.

A locksmith and security systems contractor evaluates, installs, maintains, and repairs all doors and door assemblies, gates, locks and locking devices, emergency and fire exit devices, manual and automatic gate and door closures and releases, jail and prison locking devices, and permanently installed or built-in safes and vaults. This classification includes, among other things, master key systems, metal window bars, security doors, electronic access control systems, card-activated control systems, motion detectors, and other types and systems for control and auditing of control systems and other associated equipment. Fire alarm systems are not specifically included in this section.

A masonry contractor installs concrete units and fired clay products; concrete, glass blocks, and clay; natural and manufactured stone; terracotta; and refractory brick or other material for refractory work. This classification includes the fabrication and installation of masonry component units for structural load-bearing walls and non-load-bearing walls for structures and fences installed with or without mortar; ceramic (not tile) and thin brick resembling solid brick for facing; paving; and clear waterproofing, cleaning, and caulking incidental to masonry construction.

A construction zone traffic control contractor prepares or removes lane closures, signage, or traffic detours using portable devices such as cones, delineators, barricades, sign supports, flashing beacons, arrow boards, and changeable message signs on roads, including but not limited to public streets, highways, or any public transportation.

A parking and highway improvement contractor applies and installs protective coatings, vehicle stops, guardrails, and mechanical devices, directional lines, buttons, markers, signs, and arrows on the horizontal surface of any playing field, parking lot, airport, road, or paved roadway made of concrete, asphalt, or similar material. This classification includes the surface preparation work necessary for the application of protective coatings but does not include repaving these surfaces.

A painting and decorating contractor prepares by scraping, sandblasting, or other means and applies any of the following: paints, wallpapers, textures, fabrics, pigments, oils, turpentines, Japanese lacquers, dryers, thinners, varnishes, lacquers, stains, putties, waxes, adhesives, water, and any other vehicles, media, and materials that adhere by evaporation and that can be mixed, used, and applied to surfaces of structures and their accessories for decorative, protective, fireproofing, and waterproofing purposes.

A piping contractor fabricates and installs pipes for the transport of fluids, such as water, gas, or oil, or for the containment or protection of any other material, including the application of coatings or protective systems and the excavation of trenches, drilling, shoring, and backfilling, compaction, paving, and surfacing necessary to complete the installation of such pipes.

(a) A plastering and stucco contractor covers surfaces with a mixture of sand, plaster, lime, or hydrated lime and water, or sand, cement, and water, or a combination of other materials that create a permanent surface coating, including coatings for soundproofing and fireproofing purposes. These coatings are applied with a plastering trowel or sprayed onto any surface that provides a mechanical means for supporting such coatings, and they adhere by suction.

(b) A lathing and plastering contractor also applies and attaches wood and metal laths, or any other prepared or fabricated material to provide key or suction bases for the support of gypsum sheathing. This classification includes channel and metal stud work for the support of metal or other lathing material and for solid gypsum partitions.

A plumbing contractor provides a means for the supply of safe, ample, and suitably tempered water for the intended purpose and the proper disposal of liquid waste from facilities in all structures and fixed works.

A refrigeration contractor builds, manufactures, erects, installs, maintains, services, and repairs refrigerators, refrigerated rooms, and refrigerated spaces with insulation, temperature control units, air conditioning units, ducts, blowers, registers, thermostatic and humidity controls for controlling air temperatures of liquid and/or gas below fifty degrees Fahrenheit (50°F) or ten degrees Celsius (10°C).

A roofing contractor installs products and repairs surfaces that seal, waterproof, and protect structures from the elements. This work is done to prevent water or its derivatives, compounds, or solids from penetrating such protection and accessing the material or space beyond. During this work, the contractor examines and/or prepares the surfaces and uses the following materials: asphalt, tar, pitch, felt, fiberglass cloth, urethane foam, metal roofing systems, linoleum, tiles, shingles, slate, or any other material for roofing, waterproofing, or membranes or a combination thereof.

A sanitation systems contractor manufactures and installs cesspools, septic tanks, storm drains, and other drainage and wastewater disposal structures. This classification includes laying cast iron, steel, concrete, vitreous, and non-vitreous pipes and any other hardware associated with these systems.

A sheet metal contractor selects, cuts, shapes, fabricates, and installs sheet metal such as cornices, flashing, gutters, guides, pans, kitchen equipment, ducts (including insulation, patented chimneys, metal flue ducts, metal roofing systems, and any other installation requiring sheet metal).

A sign contractor manufactures, installs, and erects electrical signs, including the wiring of such electrical signs, and non-electrical signs, including but not limited to: post-supported signs, signs attached to structures, painted wall signs, and modifications to existing signs.

A solar contractor installs, modifies, maintains, and repairs thermal and photovoltaic solar energy systems. A licensee classified in this section shall not undertake or perform building or construction trades or skills except when necessary to install a thermal or photovoltaic solar energy system.

A general contractor for manufactured homes installs, modifies, repairs, or prepares for relocation any type of manufactured home as defined in Section 18007 of the Health and Safety Code, any type of mobile home as defined in Section 18008 of the Health and Safety Code, and any type of multifamily manufactured home as defined in Section 18008.7 of the Health and Safety Code, including accessory buildings or structures and foundations. A manufactured home does not include any recreational vehicle, commercial coach, or factory-built housing as defined in Section 19971 of the Health and Safety Code.

(b) A manufactured housing general contractor may provide utilities on a single-family individual site. Utilities means the connection of gas, water, sewer, and electric utilities to the home.

A tree and palm contractor plants, maintains, and removes trees and palms. Tasks include pruning, grinding stumps, and bracing trees, palms, or branches. This regulation does not apply and no license is required for incidental tree pruning or the bracing of planted trees and their branches by a nursery or incidental tree pruning by a gardener as described in Section 7026.1 of the Code.

A reinforcing steel contractor manufactures, places, and ties steel mesh or rebar of any profile, perimeter, or cross-section used or that may be used to reinforce concrete structures.

A structural steel contractor manufactures and erects structural steel shapes and plates of any profile, perimeter, or cross-section, which are or may be used as structural members for buildings and structures, including the systems of riveting, welding, rigging, and metal roofing necessary to perform this work.

A pool contractor builds swimming pools, spas, or hot tubs, including the installation of solar heating equipment, using the trades or skills necessary for such construction.

A ceramic tile and mosaic contractor prepares surfaces as needed and installs glazed wall tiles, ceramics, mosaics, quarry tiles, pavers, porcelain, glass mosaics, and stone tiles; thin slabs resembling brick, natural stone, or imitation for bathtubs, showers, and horizontal surfaces within buildings, or any unit of slab laid with traditional or innovative methods, excluding hollow or structural partition slabs.

A water conditioning contractor installs water conditioning equipment using only the piping and fittings necessary to connect the water conditioning equipment to the water supply system and to bypass all parts of the water supply system within the premises from which water conditioning must be excluded.

A well drilling contractor installs and repairs wells and water pumps through drilling, excavation, casing, cementing, and cleaning to provide an uncontaminated water supply.

A welding contractor causes metals to adhere, join, and fabricate permanently through the use of gases and electrical energy, creating temperatures of sufficient heat to perform this work.

Includes various specialized areas not covered under the general C-Class, such as fence installation, security systems, irrigation systems, among others.
